FEMA Notification to Mapped Floodprone Communities Not Participating in the National Flood Insurance Program (NFIP)

April 11, 2012

As we approach the hurricane season, FEMA is sending notifications to approximately 1,500 mapped floodprone communities which currently do not participate[1] in the National Flood Insurance Program (NFIP). It is important to note communities which do not participate in the NFIP may be ineligible to receive some forms of Federal disaster assistance. This advisory is to provide you important information about the benefits of joining the NFIP and to offer our assistance in reinstating communities in the NFIP that have withdrawn or were suspended from the NFIP.

 

Under the Flood Disaster Protection Act of 1973, as amended, flood insurance must be purchased by property owners seeking any Federal financial assistance for construction or acquisition of buildings in Special Flood Hazard Areas (SFHAs). This financial assistance includes certain federally guaranteed mortgages and direct loans, Federal disaster relief loans and grants, as well as other similarly described assistance from FEMA and other Federal agencies. In addition, all loans obtained by individuals from federally regulated, supervised, or insured lending institutions that are secured by improved real estate located in SFHAs are also contingent upon the borrower obtaining flood insurance coverage on the building. FEMA is charged with the responsibility of identifying and mapping communities which are subject to inundation by the base (1-percent-annual-chance) flood within their jurisdiction.

 

When a mapped floodprone community is identified as not participating in the NFIP, its residents are not able to purchase the federally underwritten flood insurance coverage they need to protect and rebuild their property in the event of a flood disaster. No Federal mortgage insurance or loan guarantees may be provided in identified flood hazard areas. Federally insured or regulated lending institutions, such as banks and credit unions, must notify applicants seeking loans for insurable buildings in flood hazard areas that there is a flood hazard and that the property is not eligible for Federal disaster relief.

Additionally, no Federal disaster assistance may be provided to repair insurable buildings located in identified flood hazard areas for damage caused by a flood. Federal grants, loans, disaster assistance, and Federal mortgage insurance are unavailable for the acquisition or construction of structures in the floodplain shown on the NFIP maps.

Community participation in the NFIP is voluntary. Each identified flood-prone community should assess its flood hazard risks on behalf of the community's residents and economy. Residents who want to determine if their community is eligible for the NFIP should contact their community officials who can contact their State NFIP Coordinator at http://www.fema.gov/about/regions/regioni/mitigation/statecontacts.shtm.

[1] A “sanctioned” community is one which does not participate in the NFIP and has been identified and notified as flood-prone, but has not joined the Program within one year after being notified (Section 201(d) of the Flood Disaster Protection Act of 1973, as amended). The community may have never participated, voluntarily withdrew, or has been suspended from the NFIP.

Threat and Risk Assessment: Local Jurisdiction (MGT 310)

June 13 & 14, 2012

This course prepares emergency response managers, community leaders, private sector, non-governmental organizations, and tribal leaders to conduct a comprehensive, capabilities-based threat and risk assessment for terrorism/all-hazards incidents under the National Response Framework (NRF), National Preparedness Guidelines and Homeland Security Presidential Directives. Participant activities focus on the jurisdictional process for determining the ability to respond to chemical, biological, radiological, nuclear, and explosive (CBRNE) and natural disaster events. Participants will identify shortfalls, perform gap analysis, and develop a needs assessment to fill shortfalls/gaps identified within the preparedness cycle. The course delivery combines lecture, small group discussions, participant activities, and multimedia scenarios to improve the multi-disciplinary emergency response teams’ capability to prevent, protect, respond to, or recover from all-hazards events. Subject matter experts from the National Emergency Response and Rescue Training Center will conduct the program.

Target Audience: This program is for emergency response level, supervisory and/or management personnel who respond to or have oversight responsibility for incidents caused by terrorism, natural disaster, major accidents and all other hazards. Class size is limited to 40 students.

 

Prerequisites: Participants should work in one of the listed disciplines, have completed a WMD/terrorism awareness level course, or be approved by the local jurisdiction host. Completion of the online courses IS-700.a (NIMS – An Introduction) and AWR-160 (WMD/Terrorism Awareness for Emergency Responders) is recommended but not required. The DHS/FEMA NTED course AWR-160 is offered online by TEEX at http://www. teexwmdcampus.com

Course Location: The course will be held in the MEMA EOC at CMCC. The Central Maine Commerce Center is located on Commerce Drive off Route 27 in North Augusta. Classes will run from 8:15 a.m. to 4:30 p.m. daily. Lunch and breaks will be provided all other expenses are the responsibility of the student.

Look up the class you want to participate in by going to the training calendar, finding the MGT 310 class scheduled for Augusta, ME, and then click on register and provide the information requested. You should, at a minimum, provide: full name, full agency address, position, email address and contact phone number.
